Dear Una

Consultation Document on the Landfill Allowances Scheme (Amendment) Regulations (Northern Ireland) 2008

On 16 September 2008 you invited the Committee to comment on the above consultation paper.

As this issue has direct relevance for the local government sector, the Committee sought guidance from the Northern Ireland Local Government Association and the Local Government Technical Advisors Group. Having how received a response from these organisations the Committee is in a position to support the proposal to incorporate a reduction in the proportion of collected municipal waste assumed to be biodegradable from 71% to 64% into Northern Ireland Landfill Allowances Scheme regulations.

In addition, the Committee would like more information on the impact of this change in practice. The consultation notes that the proposed amendments will have a very limited impact on costs to business but gives no indication of any other implications, financial or otherwise.

Yours sincerely

Alex McGarel
