APN 306 - 17/22: Amendments to Legislation and Publication of Legislative Documents / APG on Parental Participation in Education / APG on Loneliness
Arrangements for submission of Amendments to Legislation and Publication of Legislative Documents
This APN replaces 256-17/22, issued in March, which laid out revised practices for the circulation of Bill documents arising from the Covid-19 pandemic.
Members will wish to note the resumption of the printing of Bills and accompanying documents as set out in paragraph 8.
Submission of Amendments to Bills
1. All amendments must be submitted in writing and sent to the Bill Office email: billoffice@niassembly.gov.uk
2. If possible, Members, or their pre-agreed authorised person, should submit their amendments on a Bill Amendment Form. A copy of the form is available on the Bill Office page on Assist.
3. Members, or their pre-agreed authorised person, will no longer be required to sign all amendments but they must be submitted from an official Assembly email account or an email address previously authenticated by the Bill Office.
4. An email will be issued by the Bill Office to the sponsoring Member and their authorised person, if one has been used, acknowledging receipt of such amendments.
5. On receipt of amendments, the Bill Office will undertake a preliminary review and will subsequently contact the Member to discuss the amendment(s) tabled, including the timing for publication in a Notice of Amendments.
6. A copy of the Guidance for Members on Amendments to Bills- Rules and Admissibility and the Technical Framing of Amendments to Bills can be found on the Assist intranet.
Publication of Legislative Documents
7. Amendments tabled to a Bill will be circulated by email to all Members and are also published on the Assembly website under the heading ‘Notice of Amendments’.
8. Printed copies of all other legislative documents will be circulated to all Members as soon as they are available. These include:
a. Bills (at the different legislative stages) and the accompanying Explanatory and Financial Memorandum.
b. Marshalled Lists at Consideration and Further Consideration Stages.
c. Grouping Lists at Consideration and Further Consideration Stages.
9. Copies of all legislative documents will be published on the Assembly’s website.
10. The Bill Office will be happy to provide assistance to all Members and Party Staff and can be contacted via email: billoffice@niassembly.gov.uk
ALL PARTY GROUP ON PARENTAL PARTICIPATION IN EDUCATION
A remote/virtual meeting of the All-Party Group (APG) on Parental Participation in Education has been arranged to take place on Thursday 22nd October 2020 at 1pm using the Zoom platform.
The meeting be reporting the findings of the NI Parents’ Parliament and in attendance to present these will be secretariat Parentkind, representatives on behalf of Council for Curriculum, Examinations and Assessment (CCEA) and a representative from the Department of Education. Also in attendance will be representatives from The Graduate School, Queen’s University Belfast.
All Members are welcome to attend.
An invite will be emailed separately to each APG member (and, on request, to any other MLAs who wish to attend) providing instruction on how to join the remote/virtual meeting.

ALL PARTY GROUP ON LONELINESS
A remote/virtual AGM of the All-Party Group (APG) on Loneliness has been arranged to take place on Tuesday 20th October at 1.30pm-2pm using the Zoom platform.
The AGM will be followed by a short planning meeting for members to discuss the APG work plan and objectives for 20/21, and next steps.
All Members are welcome to attend.
