APN 258 - 17/22: Guidance for Members on Voting by Proxy

The new Standing Order 112 makes provision for Members to vote by proxy.  It is one of a number of temporary provisions to facilitate the continuation of Assembly Business during the period of COVID-19 response.  It was approved on a motion in Plenary on 31 March 2020.

The attached guidance for Members sets out the arrangements the Speaker has put in place for Members wishing to vote by proxy. The guidance includes:

  • Who may vote by proxy, and who may act as proxy;
  • How to give notice to the Speaker, the information that must be provided to the Speaker, and the deadline for giving this notice;
  • How a Member may vary their proxy voting arrangements, and the deadline for doing this;
  • General guidance for the Member and their proxy on exercising the proxy vote; and
  • How to cast a proxy vote in the voting lobbies, and the recording of proxy votes.

It also includes a proforma for Members to use when notifying the Speaker when they wish to vote by proxy.  Notice to the Speaker is given by the Member by email to proxy.vote@niassembly.gov.uk
