Contract for Insurance Brokerage and Associated Services

Provision of insurance brokerage, insurance risk management services, claims handling advice and management as well as any other insurance associated services, which may arise during the contract period.

These services will be for the Assembly, the Assembly Commission, Members of the Assembly, constituency office staff and the secretariat staff. The broker will provide or arrange the provision of the following insurances:

  • combined employers' and public liability
  • cyber
  • travel
  • fine art
  • any other insurance needs that may arise during the contract period.

IT Service Management (ITSM) System (Ticketing Helpdesk)

Includes Ticket Management, IT asset management, knowledgebase, and change control. Requirements for this system could also cover business requirements across several internal departments such as Clerking and Member Services (CAMS), Procurement Office, Finance, Human Resources, Building Services, and Research and Information Services.

Possibly a framework for the supply & delivery of office furniture to Parliament Buildings.

Framework for the Engagement of Temporary Workers

Provision of temporary workers to the Northern Ireland Assembly. To procure a number of suppliers who may be approached to provide temporary workers for the range of generic and specific/professional posts that are needed in the Assembly Commission.

Sign Language Interpretation Services

The provision of sign language interpretation services, in BSL and ISL to support the Northern Ireland Assembly's legislative, scrutiny and representational roles. Services will include, but are not limited to:

  • Simultaneous live-broadcast sign language interpretation of Assembly business (via NI Assembly TV), events, services and / or materials in support of the Assembly's legislative, scrutiny and representational roles or to perform its duties.
  • Recorded for broadcast sign language interpretation of Assembly business, events, services and / or materials in support of the Assembly's legislative, scrutiny and representational roles or to perform its duties.
  • Sign language interpretation of non-broadcast Assembly business, events, services and / or materials in support of the Assembly's legislative, scrutiny and representational roles or to perform its duties.
  • Active engagement with the Deaf community to seek feedback and inform ongoing improvement of sign language interpretation services.

Replacement of HR and payroll software

Final requirements are to be agreed, but it could include:Purchase and implementation of a cloud-based software solution (minimal configuration), including licensing, ongoing support and maintenance of an integrated HR and payroll system for Assembly Commission staff, Members and Members' support staff.

Replacement of Finance software

Final requirements are to be agreed, but it could include:Purchase and implementation of a cloud-based software solution (minimal configuration), including licensing, ongoing support and maintenance of a finance system. It shall be an integrated accounting system and facilitate purchase order processing, approvals, receipting and invoicing along with the reporting of purchase order accruals and commitments.

Supply and installation of parts and servicing and maintenance of the external LED lighting system at Parliament Buildings

It is anticipated that the objectives of this contract will be to:

Restore full external lighting functionality to ensure visibility, safety, and architectural enhancement.

  • Install surge protection at each light to minimise the likelihood
  • Minimize system downtime and operational disruption
  • Ensure compatibility, cost-effectiveness, and long-term maintainability
  • Upgrade the system to allow for remote access
  • Have a planned preventative maintenance schedule in place for the next three/five years

Broadcasting Services

Final scope is yet to be agreed, but this contract could cover the following requirements:

  • Operations and Maintenance (O&M) of our broadcasting service which will deliver a professionally run, high quality, yet cost-effective vision, sound and AV services to provide coverage of, and support for, Assembly business. The service will be efficient, flexible, innovative and mirror best industry practice.
  • The broadcasting service provides and distributes comprehensive coverage, both live and on-demand, of all public Assembly proceedings, to media organisations and directly to the public via niassembly.tv (Assembly's online video service). This includes virtual and hybrid proceedings in the Chamber and for Committees.
