Brexit, the Backstop and the Island of Ireland

This event, hosted by DCU Brexit Institute, will feature an opening keynote from both John Bruton (Former Taoiseach of Ireland). This will be followed by a panel discussion featuring Chloe Papazian (DCU), Colm Shannon (Newry Chamber of Commerce) among others to be confirmed. The panel will be chaired by Fintan O’Toole (The Irish Times)

The closing plenary will be provided by Giuliano Amato (Former Prime Minister of Italy; former Vice President of European Convention; Justice of the Italian Constitutional Court).

Queen's Policy Engagement Christmas Brexit Clinic

The Clinic will take place just before the December meeting of the European Council and it will be an opportunity to reflect on where we will be by that stage in the Brexit process. Will Theresa May have managed to make any final changes to the draft Withdrawal Agreement? What about Parliament’s reaction to the deal? What are the EU Member States thinking about it?

Chaired by Professor Lee McGowan, Professor David Phinnemore, Dr Viviane Gravey and Dr Katy Hayward will present their analysis on the Withdrawal Agreement and the likely implications for Northern Ireland.

'Brexit in Historical Perspective' - The 6th Annual Dónal Nevin Lecture

(5.00-8.00pm)

 

 

Brexit is arguably the most significant geopolitical challenge that Western Europe has had to face since the fall of the Berlin Wall. Added to this, the rise of populism calls into question the future of the European Union itself. In order to fully understand the origin and impact of these challenges it is necessary to put them into some historical context. Professor O’Rourke will consider the issues presented by Brexit by asking the questions ‘How did we get here and what might the future hold?’

Dr Hayward, who has presented widely on the topic of Brexit and Northern Ireland/Ireland, will provide a formal response to the lecture by Professor O’Rourke. In doing so, Dr Hayward will contextualise and comment on the arguments made in relation to Northern Ireland and allow the audience to engage with how Brexit and more generally the anti-globalisation backlash has played out in Northern Ireland.

Our rights and Brexit: Where are we now?

Event to mark the Launch of
'Europe and Northern Ireland’s Future: Negotiating Brexit’s Unique Case' by Mary C. Murphy

Brexit is on the agenda for the European Council summit meeting taking place in Brussels from 28 to 29 June, but proposals to prevent a hard border on the island of Ireland are unlikely to be agreed until later in the year. While agreement remains elusive, the prospect of a hard border, possibly accompanied by an economic downturn, looms large. In her address to the IIEA, Dr Mary C. Murphy will draw on her recent book Europe and Northern Ireland’s Future: Negotiating Brexit’s Unique Case to analyse these developments. Mark Durkan, former Leader of the SDLP, will provide a perspective on the negotiations from Northern Ireland.

Ireland post-Brexit: Constitutional and Legal Consequences North and South

The 13th Italian-British constitutional Conversation will focus on a key issue in the Brexit negotiations: the constitutional implications in the Irish scenario of the likely withdrawal of the United Kingdom from the EU. Two speakers coming from Northern Ireland and the Irish Republic are asked to survey such implications, namely the problematic one of the border (soft, hard, or what else?) and its impact in the middle of the Irish sea.

Beyond Markets: The Cultural Case for Ireland in Europe

Brexit raises many important issues for Ireland and its future, north and south. However, the debate to date has been excessively narrow and has focused almost exclusively on economic and institutional issues. There has been no public discussion about the social and cultural dimension to Ireland’s membership of the European Union or what kinds of cultural practices or policies it might need to develop in a post-Brexit Europe.

The proposed seminar will examine this neglected question and look to making culture a central element in public debates and policy planning in the coming months and years.

We are now less than a year from the UK’s planned exit from the EU. Following from previous sessions Professor Dagmar Schiek and Professor David Phinnemore will provide an update on progress of the Brexit process. This is an informal session to allow discussion of any concerns or issues that staff may wish to raise.

Brexit and Rights in Northern Ireland: The Role of the EU - 27

The ICEL is delighted to organise this full-day conference in collaboration with our colleagues at Queen’s University Belfast to facilitate and stimulate meaningful dialogue on the complex legal issues facing Northern Ireland as Brexit negotiations intensify.

Topics addressed will include the future role of the EU Charter of Fundamental Rights, UK withdrawal Treaty and how to maintain the status quo and mirror existing rights, the role of a Bill of Rights in the Brexit context and the potential remedies that will be available in respect of enforcement and implementation in the withdrawal Treaty. There will also be a panel discussion on matters raised during the day with key stakeholders in the field. This event will bring together a range of leading experts from Ireland, Northern Ireland and the United Kingdom to discuss this complex and important aspect of current Brexit negotiations.

Brexit, Ireland and the Future of Europe

Castle Debates - Brexit and the Devolved Administrations

This debate will look at the legislative assemblies in Westminster and the devolved administrations  in relation to Brexit and beyond and will consider the following questions:
  • To what extent has the UK’s environment benefited from the devolution of environmental law making?
  • What is the impact of having devolved environmental laws on businesses which operate across the UK?
  • Do each of the devolved administrations have sufficient expert resources (lawyers, scientists and economists) to develop their environmental regulations?
  • How strong is the environmental protection case for closer collaboration between the UK’s administrations - e.g. on cross border environmental issues? How might this be achieved?

CCBS Policy Seminar: EU Cohesion Policy beyond 2020

This seminar brings together a number of experts to debate the shape of the EU’s Cohesion Policy beyond 2020. Its future priorities, geographical scope, and its funding are currently being discussed throughout the European Union as part of the wider debate on the EU’s overarching priorities and how these will be financed by the EU’s budget. The decisions taken by EU leaders will affect the capacity and extent to which the European Union will operate beyond 2020, and doing so in the context of a EU of 27 Member States following the UK’s departure. However, although the UK may be leaving the EU, that does not necessarily mean that Cohesion Policy post-2020 will no longer have relevance for Northern Ireland, not least because its neighbour will continue to be an EU Member State.

Brexit - The result of rising inequality, not rising immigration

In this talk, Professor Danny Dorling will discuss: “Immigration has been suggested as the reason why a narrow majority of people in the UK voted for Brexit. The concept was used to stoke up fear in areas of low immigration. However, immigration is not what sets the UK apart from other EU nations as unusual. The real reason for the Brexit vote was widespread and rising dissatisfaction with living standards as a result of rising inequalities. This talk concentrates on that and the first signs of a possible fall in economic inequality, ironically possibly partly as a consequence of the Brexit vote.”

Brexit: Where's the voice of young people?

This workshop aims to bring the voice of young people, aged 16-25, to be heard within the Brexit debate in Northern Ireland. This interactive session will open discussion about the fears, concerns, hopes and aspirations of young people, and the role Brexit plays within these. The contributions on the day will feed directly into a policy brief on the views of young people on Brexit, which will form the beginning of a longer term conversation on the issue led by Ulster University.

CCBS Annual Conference 2018: The Good Friday Agreement in All its Parts: Safeguarding the Totality of Relationships As the 20th Anniversary of the Belfast/Good Friday Agreement approaches, this conference considers how we continue to put into practice our commitment to the totality of relations within and between these islands that it represents.  All of this coincides with the negotiations over the UK’s withdrawal from the EU in which issues related to Ireland/Northern Ireland are central. The negotiations have indicated that there are at least 141 policy areas/powers returning from the EU which intersect with the devolution settlement in Northern Ireland. While all parties to the negotiations have stated their support for the Agreement “in all its parts”, it is not clear if there is common understanding of what this means or what are their associated obligations.

This conference is a partnership involving STEP and the Stronger Together Network, the BREXITLawNI project and the Equality Coalition (a network of equality NGOs co-convened by CAJ and the trade union UNISON, who are also engaged through the UNISON BME members group). Responding to Brexit - risks, opportunities and priorities for policy

This conference presents a timely opportunity to discuss the challenges and opportunities for Ireland posed by the United Kingdom’s decision to leave the European Union.

Sessions will assess options for the management of customs on the border with Northern Ireland, potential further issues for trade and movement of people as well as wider effects, such as a weaker pound and uncertainty affecting investment.

Higgins, President of Ireland. This paper presents the findings from the 'Bordering on Brexit study' led by Dr Hayward on behalf of the Irish Central Border Area Network, which gathered the views of those on both sides of the border regarding Brexit. The paper considers the degree to which these perspectives have been taken into account in the approach taken to Brexit by policymakers at local and national levels. It looks in particular at the Joint Report agreed by the EU and UK negotiators on 8th December and assesses whether it constitutes firm reassurance on Ireland/Northern Ireland issues, especially for those living and working in the border region.

The Future of Europe and its Borders

The issue of migration and the movement of people into Europe and throughout its jurisdictions has challenged the very core of the EU institutions in recent years. The UK’s exit from the European Union now poses new questions which bring the border dilemma closer to home as Ireland faces the possibility of the reinstatement of a hard border between Ireland and Northern Ireland.
