The meeting commenced at 12.48 pm in public session.

1. Apologies

As above.

The Chairperson informed the Committee that, under Standing Order 115 (6), Carál Ní Chuilín MLA had delegated authority to him to vote on her behalf at the meeting.

2. Winter Pressures – Briefing from the Royal College of Surgeons

The following representatives from the Royal College of Surgeons joined the meeting by video-conference at 12.45 pm:

Mr Mark Taylor NI Director, RCS England;
Mr Isaac Philip, Paediatric Surgeon;
Mr Tim Mitchell, Vice President of RCS England and ENT Surgeon;
Mr Mano Shanmuganathan, Neurosurgeon;
Mr Brian Duggan, Urologist Surgeon; and
Mr David Swain, Trauma and Orthopaedic Surgeon.

The representatives briefed the Committee on the impact of winter pressures on the provision of health care.

A question and answer session followed.

Alan Chambers left the meeting at 1.50 pm.

The Chairperson thanked the representatives for their attendance.

Agreed: The Committee agreed to ask the Department of Health for an update on: the workforce appeal; intervention/exit staff interviews; workforce planning; surgical training; regional waiting lists; data systems; the elective care framework; the availability of surgical beds; and nursing staffing shortages at Musgrave Park Hospital.
