Committee for Infrastructure Clarifies Scope of Harbours Bill Scrutiny

Session: Session currently unavailable

Date: 22 October 2026

Reference: CfI 02/26/27

The Committee for Infrastructure has considered independent legal advice obtained as part of its scrutiny of the Harbours Bill. The advice was sought following issues raised during the Committee's Call for Evidence and wider public commentary on the Bill, including concerns expressed by campaign groups in the Warrenpoint area regarding environmental matters and the extent of the Minister's powers.

Having considered the advice, the Committee is satisfied that, while these concerns raise important issues, they do not relate directly to the legislative provisions contained within the Harbours Bill that has been referred to the Committee for scrutiny.

Committee Chairperson Jonathan Buckley MLA said: "The Committee has taken seriously all of the evidence, opinions, and concerns submitted in relation to the Harbours Bill, including those raised by campaign groups and residents in the Warrenpoint area.

"In response to those concerns, the Committee obtained legal advice on the scope of the Bill. Having carefully considered that advice, the Committee is satisfied that the issues raised, while important, do not fall within the scope of the legislation currently before the Assembly.

"The Committee's responsibility is to carry out robust scrutiny of the provisions contained in the Bill. We remain committed to ensuring that all evidence relevant to those provisions is fully considered as part of that process."
