Assembly and Executive Review Committee

Review into the development of a formal process and guidance on the handling of Westminster Statutory Instruments that include a role for the Northern Ireland Assembly

Background

The Assembly and Executive Review Committee (AERC) has agreed to conduct a review into the development of a formal process and guidance on the handling of Westminster Statutory Instruments (SIs) which relate to devolved matters and therefore include a role for the Northern Ireland Assembly.

The review, which was originally proposed by the Executive Office, will focus on examining the potential for the Assembly and the Executive to provide meaningful input into considerations on these particular Westminster SIs.

We have created a survey that will help you to share your opinion. The survey is hosted on our Citizen Space survey site. If you would prefer to submit your evidence in writing, guidance on how to do this is available in the further information below.

The survey is open until Tuesday 30 September 2025.

Why your views matter

The AERC is seeking views from stakeholders on their experience of the existing arrangements for the handling of these particular Westminster SIs and welcomes any suggestions for possible improvements to those arrangements.

Following consideration of the evidence gathered, the review will lead to an evidence-based report that will inform the Assembly and the Executive. The report, which will be debated in the Assembly, will help to facilitate the Assembly and the Executive in taking a co-ordinated, systematic and strategic approach to providing input to, and influencing as appropriate, considerations on Westminster SIs which relate to devolved matters.
