Definitions of the ‘Particular Circumstances’ of Northern Ireland

Synopsis: This paper has been written to inform the Ad Hoc Committee on a Bill of Rights. The paper briefly summarises how the ‘particular circumstances’ of Northern Ireland have been described. It is not within the scope of this paper to discuss what rights may be derived from the ‘particular circumstances’ in any Bill of Rights.
