2. Explanatory Memorandum – Proposal for an EU Regulation on measures to reduce the cost of deploying high-speed electronic communications networks
The Committee considered correspondence from the Committee for the Environment, the Committee for Enterprise Trade and Investment, the Department of the Environment, the Department for Regional Development and the Department of Enterprise Trade and Investment on the Proposal.
The Committee considered written legal advice on the Proposal’s adherence to the principle of subsidiarity and was briefed on it by a representative of Assembly Legal Services.
Ms Fearon joined the meeting at 11.41a.m.
Mrs Hale joined the meeting at 11.47a.m.
Mr Eastwood left the meeting at 11.56a.m.
Agreed: The Committee considered, and agreed, as amended, a draft letter indicating that the Committee shared the subsidiarity concerns raised by the House of Commons European Scrutiny Committee regarding subsidiarity and that this would be forwarded to the Chairperson of the European Scrutiny Committee at the House of Commons and copied to the House of Lords EU Select Committee, the Committee for Regional Development, the Committee for Enterprise, Trade and Investment and the Committee for the Environment.
