The purpose of this instrument is to address failures of domestic legislation and other deficiencies arising from the withdrawal of the UK from the EU. This instrument is made under the European Union (Withdrawal) Act 2018 (“the Withdrawal Act”) to amend the directly applicable EU Regulations and Decisions listed in Annex 2, in England, Scotland and Wales, in relation to trade i n animals and animal related products. The instrument also makes a deficiency amendment to two importation fee provisions in domestic Regulations that apply in England and in Northern Ireland. No substantive policy changes are being introduced by these amendments, which are technical in nature and would come into force in the event that the UK leaves the EU without a deal only.
