PUBLIC EXPENDITURE BUDGET 2025-26: CHANGES TO RESOURCE DEL BARNETT CONSEQUENTIALS

Dr Archibald (The Minister of Finance): Further to my oral statement to the Assembly on 4 November, the purpose of this Statement is to inform the Assembly of changes to the Resource DEL Barnett consequentials received from Treasury on 30 October 2024 in Phase One of the Spending Review. These changes were advised by Treasury on 12 November 2024 and are in relation to Business Rates and Local Government.
Treasury officials have advised of an error in the previously notified Barnett consequentials for 2025-26. They have informed us that there was some conflation of Local Government DEL and Business Rates so figures for these measures have changed although the overall total Barnett received remains unchanged.
The negative consequential for Business Rates has changed from
-£79.661 million to -£58.225 million with a DLUHC Local Government consequential changing from +£117.321 to +£95.886 million.
A revised table showing all Barnett consequentials for 2025-26 is provided below.
