Who can lay a Legislative Consent Memorandum?

Legislative consent is usually sought by a Northern Ireland Executive Minister. A Northern Ireland Executive Minister normally has 10 working days after the relevant day to lay a memorandum before the Assembly.  A Member of the Assembly, other than the Northern Ireland Executive Minister whom the devolution matter concerns may lay a memorandum, but cannot do so until the Northern Ireland Executive Minister has laid a memorandum seeking consent, or explaining why consent is not being sought, or until 10 days after the relevant day have expired.
