What happens if the Northern Ireland Executive Minister whom the devolution matter concerns decides not to seek the Assembly’s consent?

When a UK bill before Parliament contains provisions relating to a matter on which the Assembly would normally legislate (devolution matters), and the Northern Ireland Executive Minister whom the devolution matters concern is not seeking the legislative consent of the Assembly, then the Northern Ireland Executive Minister must lay a memorandum before the Assembly explaining why legislative consent is not being sought.  A Northern Ireland Executive Minister normally has 10 working days after the relevant day to lay the memorandum explaining why legislative consent is not being sought.  See also the section on Who can lay a legislative consent memorandum.
