European Commission Work Programme 2025 'New' and 'Replacement' EU Acts

Synopsis: This paper seeks to inform the work of the Windsor Framework Democratic Scrutiny Committee by identifying those initiatives or proposals in the European Commission work programme 2025 which are potentially either ‘replacement acts’ or ‘new acts’ under the Windsor Framework.
