Committee on Procedures - Inquiry into an Extension of Standing Order 27A

Terms Of Reference

The Committee on Procedures has agreed to undertake further consideration of proxy voting in Plenary and intends to conduct an inquiry on whether eligibility for proxy voting should be broadened to new categories.  The terms of reference for its inquiry are 

1. Consider whether Standing Order 27A Voting By Proxy should provide for the following new categories

    a. Long-term illness; and / or
    b. Bereavement; and / or
    c. Absence on official Assembly Business


2. Provide a definition for the new categories of proxy voting;

3. Assess whether and how Standing Order 27A Voting by Proxy may be amended to provide for the proposed new categories; and

4. Consider a range of practical and administrative matters that may be helpful to the Speaker in the development of a proxy voting scheme for the new categories in Plenary.

The Committee approach will include

  • Commissioning research into proxy voting provision in other legislatures;
  • Undertake study visits to other legislatures;
  • Consultation with relevant stakeholders; and
  • Oral evidence with interested parties.

The Committee inquiry will be completed by Summer Recess 2025.
