Homelessness: a comparison of legislative frameworks in Northern Ireland, England, Scotland and Wales

Synopsis: This research paper was requested by the Committee for Communities and explores the legislative frameworks for homelessness in Northern Ireland, England, Scotland and Wales. It provides an overview of the independent reviews of homelessness legislation in the other jurisdictions and the outworking of those reviews. The paper also examines the proposals for potential further legislative reform in Wales and Scotland.
