The meeting commenced in public session at 10.00 a.m.

3.
Chairperson’s Business

The Chairperson made reference to the announcement in relation to the NI Executive being pledged £17million to mitigate heating costs in Northern Ireland. The Chairperson further advised that while it was a welcome announcement, the Committee should be aware of plans for the distribution of the funds. The Chairperson then proposed that an urgent briefing by the Department is sought in order that Members can be informed about any planning or scheme for distribution of the funds.

Agreed: That an urgent briefing on plans to mitigate rising energy costs and allocation of the £17M is sought from the Department for Communities.

The Chairperson informed Members that they had been provided with a copy of draft minutes from the meeting on 12 March 2026.

Agreed:That the minutes are agreed as drafted.


5.
Housing (Amendment) Bill 2026: Pre-introductory evidence from the Department for Communities

The Chairperson welcomed the following officials to the meeting:

Agreed: That a letter is sent to the Northern Ireland Housing Executive and to Housing Associations seeking detail on each organisation’s process for dealing with Anti-Social Behaviour, in writing.

Agreed: That a research paper is requested from the Assembly’s Research and Information Services (RaISe) regarding comparatives of Anti-Social Behaviour in other jurisdictions.

 

6. Funding for social housing: Oral evidence from Northern Ireland Federation of Housing Associations (NIFHA)

The Chairperson welcomed the following officials to the meeting:

A question-and-answer session followed the briefing and the main areas of discussion were:

Maurice Bradley joined the meeting at 11.35 a.m.

Agreed: That a letter is sent to the Department to ask, should the position re Housing Executive being able to borrow change, whether a percentage of Northern Ireland Housing Executive’s allocated budget (in future) would come from the Housing Association Grant.

Agreed: That a summary of points made by NIFHA reps on the payback period discussed during the briefing session is sent to the Department for comment and to seek clarification on whether global events will trigger a review prior to the planned 2027 date.

The Chairperson informed Members that the next agenda item would take place in closed session in order for the Committee to receive a briefing from the Department for Communities on The Northern Ireland Football Fund.

Agreed: The Committee agreed to move into closed session to receive a briefing from the Department for Communities on The Northern Ireland Football Fund.

The meeting moved into closed session at 11.49 a.m.

Andy Allen left the meeting at 11.49 a.m.

 

7. The Northern Ireland Football Fund: Oral evidence from the Department for Communities 

The Chairperson provided Members with a Sub-Judice warning prior to the briefing session.

The Chairperson then welcomed the following officials to the meeting:

Agreed: That a letter is sent to the Department to request detail of all ongoing legal cases involving the Department and the associated financial implications, and to further seek detail in relation to the range of FTC options for funding currently being considered by the Department.

8. SL1 The Universal Credit, Personal Independence Payment, Jobseeker’s Allowance and Employment Support Allowance (Claims And Payments) Amendment Regulations (Northern Ireland) 2026

Maolíosa McHugh rejoined the meeting at 12.38 p.m.

The Chairperson reminded Members that the SL1 was received on 13 March 2026 and that the Department intends to lay the rule as soon as possible after DWP lay its corresponding SI (expected to be laid on 20 March).

The Chairperson informed the Committee that a Draft Statutory Rule and Explanatory Memorandum had yet to be received for the SL1.

The Chairperson then welcomed the following officials to the meeting:

A question-and-answer session followed the briefing and the main areas of discussion were:

  • Delay of consideration of the SL1
  • Timelines and Best Practice

The Chairperson informed Members that, the absence of a draft copy of the rule does not prevent the Committee from proceeding, however, this should be exceptional.

The Chairperson further advised the Committee thatthe Minister for Communities had requested that the Committee consider the proposed statutory rule within a shortened timeframe.

The Chairperson then advised Members that a shortened timeframe did not preclude the Committee from issuing a call for views and that this could result in the Committee making a decision on an SL1 before responses were received, and that any responses would contribute to Committee scrutiny at the Statutory Rule stage, rather than at the SL1 stage. 

The Chairperson finally informed Members that:

  • The Committee team would issue a call for views on the SL1 using the standard survey on Citizen Space from 19 March 2026.
  • The SL1, and any relevant papers from the Department would be published on the Committee website and notified to relevant stakeholders, alongside the relevant deadline, when available.

Agreed: The Committee agreed to consider the SL1 again at its meeting on 26 March 2026 when the Draft Rule and EM have been provided by the Department.

Agreed: That a letter is sent to the Department to ask whether it is undertaking any work to streamline regulatory responsibilities in relation to Building Safety.

 

Department for Communities - Draft Anti-Poverty Strategy Progress

Agreed: That a letter is sent to the Department to ask what Cross-Departmental work is ongoing during the interim period.

 

Department for Communities - Financial Issues Faced by Supporting People Providers

Agreed: That a letter is sent to the Department to ask whether it intends to review the Supporting People Programme given the ongoing current financial situation and the loss of skilled employees.

Agreed: That a follow-up letter is sent to the Minister for Communities requesting his response to the Committee’s report into Homelessness and Supporting People.
