The meeting commenced at 10:04 am in public session.

2. Chairpersons Business

The Committee considered correspondence from the Minister for Infrastructure advising that her officials were unable to brief the Committee on Taxi legislation policy due to the introduction of a Judicial Review of the issues to be considered.

Agreed          The Committee agreed to write to the Minister voicing its concern at the failure to brief the Committee on a matter of policy and to urge her to implement the interim solution identified by the Committee to introduce temporary exemption certificates to Wedding and Funeral Cars until there is an outcome to the Judicial Review.

The Chairperson advised the Committee that he had received correspondence regarding a historical matter involving Craigavon Council and the Department.

Agreed          The Committee agreed to forward the correspondence to the Department requesting that the Department provide the requested information to the individual.

3. Draft Minutes.

Agreed:      The Committee agreed the draft minutes of the meeting held on Wednesday 23 February 2022.

5. Correspondence

Response from the Minister for Infrastructure regarding issues arising from the Committee meeting on the 2 February 2022.

Agreed:         The Committee agreed to note the response.

Fourteenth Report of the Examiner of Statutory Rules 2021-2022.

Agreed:         The Committee agreed to note the report.

Letter from a member of the public regarding Road Safety Issues.

Agreed:         The Committee agreed to note the correspondence.

Fifteenth Report of the Examiner of Statutory Rules 2021-2022.

Agreed:         The Committee agreed to note the report.

Correspondence from the NI Fiscal Council regarding Stakeholder Engagement and Future Work Programme Report.

Agreed:         The Committee agreed to note the correspondence.

Response from the Minister for Infrastructure regarding issues arising from the Committee meeting on the 9 February 2022.

Agreed:        The Committee agreed to note the response.

6.  Subordinate Legislation –SL1s – Not subject to Assembly Proceedings

The Committee considered the following SL1s.

  • SL1 The Parking Places on Roads (Castle Place, Belfast) Order (Northern Ireland) 2022
  • SL1 The Road Races (Croft Hill Climb) Order (Northern Ireland) 2022
  • SL1 The Private Accesses on the A6 Castledawson By-Pass (Stopping-Up) Order (Northern Ireland) 2022

Agreed:         The Committee was content with the proposals for the Statutory Rules.

7. Subordinate Legislation – SRs – Not subject to Assembly Proceedings

The Committee considered the SR 2022-58 The Clearway (Moneymore Road, Cookstown) Order (Northern Ireland) 20222

Agreed:         The Committee was content with the Statutory Rule.

8. SL1 The Derrynaseer Road (Rubble Road) Omagh (Abandonment) (Order) (Northern Ireland) 2022

The Committee considered the SL1 The Derrynaseer Road (Rubble Road) Omagh (Abandonment) (Order) (Northern Ireland) 2022.

Agreed:         The Committee was content with the proposal for the Statutory Rule.

9. SL1 The Railways (Safety Management) (Amendment) (EU Exit) Regulations (Northern Ireland) 2022

The Committee considered the SL1 The Railways (Safety Management) (Amendment) (EU Exit) Regulations (Northern Ireland) 2022.

Agreed          The Committee agreed to defer its consideration of the proposal while it awaits information officials agreed to provide during the brief on the SL1 at its meeting on 23 February 2022.

SR 2022-60 The Narrow Water Bridge Order (Northern Ireland) 2022.

The Committee considered the SR 2022-60 The Narrow Water Bridge Order (Northern Ireland) 2022.

Agreed:         That the Committee for Infrastructure has considered theSR 2022-60 The Narrow Water Bridge Order (Northern Ireland) 2022 and subject to the Examiner of Statutory Rules Report, has no objection to the Rule.

10.               SR 2022-61 The Newry River (Diversion of Navigable Watercourse and   Extinguishment of Public Rights of Navigation) Order (Northern Ireland) 2022  

The Committee considered the SR 2022-61 The Newry River (Diversion of Navigable Watercourse and Extinguishment of Public Rights of Navigation) Order (Northern Ireland) 2022.

Agreed:         The Committee for Infrastructure consideredthe SR 2022-61 The Newry River (Diversion of Navigable Watercourse and Extinguishment of Public Rights of Navigation) Order (Northern Ireland) 2022 and subject to the Examiner of Statutory Rules Report, has no objection to the Rule.

12.              SR 2022-64 The Foreglen Road, Dungiven (Abandonment) Order 2022

The Committee considered SR 2022-64 The Foreglen Road, Dungiven (Abandonment) Order 2022.  

Agreed:         The Committee for Infrastructure consideredthe SR 2022-64 The Foreglen Road, Dungiven (Abandonment) Order 2022 and subject to the Examiner of Statutory Rules Report, has no objection to the Rule. 

13.             Briefing by Drains for Development – Water and Wastewater Infrastructure in Northern Ireland

The Representatives joined the meeting at 10:18 am.

  • James Fraser, Drains for Development
  • Joe McGinnis, Drains for Development
  • Maureen O’Reilly, Economist.

The Representatives provided the Committee with an oral briefing.

George Robinson joined the meeting at 10:22 am.

Roy Beggs left the meeting at 10:25 am.

The Chairperson thanked officials for the briefing.

The representatives left the meeting at 11.14 am.

Agreed          The Committee agreed to write to the Department on a range of issues relating to the briefing.

The Committee considered the Draft Forward Work Programme.
