Agreed        The Committee agreed the draft minutes of the meeting held on Wednesday 26 January 2022.

4. Matters Arising

5. Correspondence

The Committee considered correspondence from the Department for Infrastructure providing the Derry and Strabane Council Roads Autumn Report 2021.

Agreed: The Committee agreed to note the correspondence.

The Committee considered correspondence from the Department for Infrastructure providing the Mid Ulster Council Autumn Roads Report 2021-2022.

Agreed: The Committee agreed to note the correspondence.

The Committee considered correspondence from the Department for Infrastructure providing the Fermanagh and Omagh District Council Roads Autumn 21 Western Division Report.

Agreed: The Committee agreed to note the correspondence.

The Committee considered correspondence from the Committee for the Executive regarding the Common Frameworks programme.

Agreed:  The Committee agreed to note the correspondence and forward its Ministerial response on transport frameworks to the Committee.

The Committee considered correspondence from the Construction employers Federation regarding the January Monitoring Round.

Agreed: The Committee agreed to note the correspondence.

The Committee considered correspondence from UUP spokesperson for West Belfast requesting information on the installation of speed bumbs.

Agreed: The Committee agreed to note the correspondence and forward to the Department for Infrastructure for comment.

The Committee considered correspondence from Mr Paul Girvan MP requesting to brief the Committee regarding the issue of DVA enforcement on behalf of his constituent.

Agreed: The Committee agreed to write to Mr Girvan for a written briefing on the issue.    

The Committee considered the Examiner of Statutory Rules Ninth Report of the session 2021 -2022.

Agreed: The Committee agreed to note the Examiner’s report.

The Committee considered an invitation from Advice NI to its AGM, Tackling Poverty – Supporting Communities.

Agreed: The Committee agreed to note the correspondence.

The Committee considered the Examiner of Statutory Rules Tenth Report of the session 2021-2022.

Agreed: The Committee agreed to note the Examiner’s report.

The Committee considered correspondence from The Speaker advising of a Public Petition addressing flooding in Boho

Agreed: The Committee agreed to note the correspondence.

The Committee considered correspondence from the Minister for Infrastructure regarding the Extension of Half to Full Fare Concession Under the Concessionary Fares Scheme.

Agreed: The Committee agreed to note the correspondence.

The Committee considered correspondence from the Minister providing outcome of January Monitoring.

Agreed: The Committee agreed to write to the Department seeking further detail on the January Monitoring Round bids.  

The Committee considered correspondence from the Department for Infrastructure providing the text of the Grants to Water and Sewerage Undertakers Order (Northern Ireland) 2022

Agreed: The Committee agreed to note the correspondence.

The Committee consideredthe following SL1s not subject to Assembly proceedings:

  • SL1-The Parking and Waiting Restrictions (Carrickfergus) (Amendment) Order 2022

Agreed: The Committee agreed to note the proposals for the Statutory Rules.

 

7. Subordinate Legislation – SRs – Not Subject to Assembly Proceedings

The Committee considered the following Statutory Rules not subject to any Assembly proceedings.

  • SR-2022-19 The Parking Places (Disabled Persons Vehicles) (Amendment) Order (Northern Ireland) 2022
  • SR-2022-20 The Parking and Waiting Restrictions (Londonderry) 9Amendment) 2022

Agreed: The Committee agreed to note the Statutory Rules.

 

8. SL1 – The Glebe Park Moira (Abandonment) Order (Northern Ireland) 2022

The Committee consideredthe SL1 - The Glebe Park Moira (Abandonment) Order (Northern Ireland) 2022.

Agreed: The Committee was content with the proposal for the Statutory Rule.

9.    SL1 – The Adam Street Belfast (Abandonment) Order (Northern Ireland) 2022

The Committee consideredthe SL1 - The Adam Street Belfast (Abandonment) Order (Northern Ireland) 2022.

Agreed: The Committee was content with the proposal for the Statutory Rule.

 

10. SL1 – The Century Street Belfast (Footway) (Abandonment) Order (Northern Ireland) 2022

The Committee consideredthe SL1 - The Century Street Belfast (Footway) (Abandonment) Order (Northern Ireland) 2022.

Agreed: The Committee was content with the proposal for the Statutory Rule.

 

11. SL1 – Proposal for Statutory Rule – Further Financial Assistance for Bus and Coach Operators Due to Covid -19

The Committee consideredthe SL1 - Further Financial Assistance for Bus and Coach Operators Due to Covid -19.

Agreed: The Committee was content with the proposal for the Statutory Rule.

 

12. SL1 – The Mullinure Lane, Armagh (Abandonment and Stopping-Up) Order (Northern Ireland) 2022

The Committee consideredthe SL1 - The Mullinure Lane, Armagh (Abandonment and Stopping-Up) Order (Northern Ireland) 2022.

Agreed: The Committee was content with the proposal for the Statutory Rule.

13. SR 2022-21 The Ardmillan Gardens, Bangor (Abandonment) Order (NI) 2022

The Committee considered SR 2022-21 The Ardmillan Gardens, Bangor (Abandonment) Order (NI) 2022.

George Robinson joined the meeting at 10:09am.

Agreed: That the Committee for Infrastructure has considered SR 2022/21 The Ardmillan Gardens, Bangor (Abandonment) Order (Northern Ireland) 2022 and subject to the Examiner of Statutory Rules’ report has no objection to the rule.

14. SR 2022-22 The Footway to the Rear of Quadrant Place, Near Albert Street, Belfast (Abandonment) Order (Northern Ireland) 2022

The Committee considered SR 2022-22 The Footway to the Rear of Quadrant Place, Near Albert Street, Belfast (Abandonment) Order (Northern Ireland) 2022.

Agreed: That the Committee for Infrastructure has considered SR 2022/22 The Footway to the rear of Quadrant Place near Albert Street, Belfast (Abandonment) Order (Northern Ireland) 2022 and, subject to the Examiner of Statutory Rules’ report, has no objection to the rule.

 

15. Briefing from Northern Ireland Water – Draft Budget Impact

The representatives joined the meeting at 10:12 am.

  • Sara Venning – Chief Executive
  • Ronan Larkin – Director of Finance and Regulation

The representatives provided the Committee with an oral briefing.

A question and answer session followed.

Representatives agreed to provide a detailed breakdown of the £4.1 billion sources of funding. 

Representatives agreed to provide details of the percentage of Gas energy in the NI Water portfolio.

The Chairperson thanked the representatives for their attendance.

The representatives left the meeting at 11:45 am.

 

16Departmental Briefing – Belfast Rapid Transit Phase 2

The Departmental officials joined the meeting at 11:45 am.

  • Mr Kaine Lynch, Director of DfI Roads Major Projects and Procurement
  • Mr Clive Robinson, DfI Roads Major Projects and Procurement

The officials provided the Committee with an oral briefing.

A question and answer session followed.

The Chairperson thanked the officials for their attendance.

The officials left the meeting at 12:05 am.

 

17. Northern Ireland Fiscal Council – The NI Executive’s 2022-25 Draft Budget: an assessment           

The Committee considered the Northern Ireland Fiscal Council’s assessment of the NI Executive’s 2022-25 Draft Budget.

Agreed: The Committee agreed to note the Fiscal Council’s report.

 

18. Written Briefing – Motor Insurance (Compulsory Insurance) Bill

The Committee considered the Motor Insurance (Compulsory Insurance) Bill

Agreed: The Committee agreed to the Accelerated Passage of the Bill.

 

19. Forward Work Programme

The Committee considered the Draft Forward Work Programme

 

20. Any other business

The Committee considered the work of the Lough Neagh Partnership.

Agreed:  The Committee agreed to write to the Minister requesting that she engage with the Partnership to ensure that the Lough and the Partnership are being fully utilised.

The Committee considered ongoing issues regarding the implications of Taxi legislation on the Funeral and Wedding Car Hire Sectors.

Agreed: The Committee agreed to schedule a briefing with the Sectors in the Forward Work Programme.

The next meeting will be on Wednesday 9 February 2022 at 10:00am in the Senate Chamber, Parliament Buildings.
