Agreed: Members agreed they were content for Committee attendance statistics to be published on the Assembly website.

Agreed: Members agreed to schedule a briefing with UNISON regarding University of Ulster outsourcing.

3. Minutes of the meeting held on 4 July 2012

Agreed: The minutes of the meeting were agreed.

4. Matters arising

  • The Committee noted a list of matters arising from the previous meeting.
  • The Committee considered a RaISE briefing paper on Filipino Seafarers in Northern Ireland - Impact of proposed European Union Legislation.
    Agreed:
    The Committee agreed to send a copy of the research paper to the Northern Ireland Council for Ethnic Minorities for its information.
    Agreed:
    The Committee agreed to arrange a briefing via video link with the Thematic Desk Office in Brussels to receive an update on his work.
  • The Committee noted the RaISE Briefing paper on Key European Issues of Note to the Committee for Employment and Learning.

5. Briefing from the Minister for Employment and Learning on DEL related issues

Representatives joined the meeting at 10.15 am.

The Committee was briefed by the Minister, Stephen Farry, Mrs Catherine Bell CBE, Deputy Secretary and Mrs Nuala Kerr, Director of Higher Education on Department for Employment and Learning related issues.

The briefing was followed by a question and answer session.

Agreed: The Committee agreed to write to the Department and ask for the student entry figures for Higher Education in 2012-2013 and schedule a briefing when they become available.

Agreed: The Committee agreed to write to the Department for information regarding the budget for adult apprenticeships.

Agreed: The Committee agreed to write to the Department and ask for details of the cost incurred as a result of the admissions issues at University of Ulster.

Agreed: The Committee agreed to write to the Department and ask to be kept informed of the consultation between the Department for Employment and Learning and the Department for Regional Development regarding widening participation.

Agreed: The Committee agreed to write to the Department requesting that it be kept informed on the arrangements for a round table event on the Learner Access and Engagement Programme (LAEP) to include community groups, the Committee, the Department and the Further Education Colleges.

6. Briefing from Department of Finance and Personnel Officials on NISRA Quarterly Labour Market Statistics

The representatives joined the meeting at 11.29 am.

The Committee was briefed by Mr James Gillen, Head of Economic & Labour Market Statistics, NI Statistics and Research Agency (NISRA) and Mr Dave Rodgers, Co-Head of Analytical Services, Department for Employment and Learning on the NISRA Quarterly Labour Market Statistics.

The briefing was followed by a question and answer session.

Agreed: The Committee agreed to request information on the claimant count rates at a more local level by constituency, ward level and super output areas.

Agreed: The Committee agreed to schedule a further briefing when the next quarterly Labour Market Statistics are published.

7. Briefing from Invest NI on FP7 and Horizon 2020

Representatives joined the meeting at 12.17 pm.

The Committee was briefed by Dr Joanne Coyle, Manager, Innovation, Policy & EU Collaboration Team, Dr Robert Bunn, Collaborative Support Executive and Dr Lisa O’Reilly, Collaborative Support Executive on FP7 and Horizon 2020.

The briefing was followed by a question and answer session.

Agreed: The Committee agreed to copy the Hansard of the briefing to the Committee for Enterprise, Trade and Investment and the Committee for the Office of the First Minister and deputy First Minister for information and comment.

Agreed: The Committee agreed to write to Invest NI and ask why they do not audit job creation outcomes as a result of the services it provides.

8. Committee Inquiry into Careers Education, Information, Advice and Guidance (CEIAG) in Northern Ireland

The Committee discussed how to proceed with the Committee Inquiry into Careers education, Information, Advice and Guidance (CEIAG) in Northern Ireland.

Agreed:  The Committee agreed to schedule a joint briefing with the Department of Employment and Learning and the Department for Education.

Agreed: The Committee agreed to schedule a series of briefing sessions with the organisations that responded to the inquiry.

Agreed: The Committee agreed to write to the Committee for Education indicating that the inquiry is a matter of joint concern.

Agreed: The Committee agreed to copy all relevant information from the Inquiry to the Committee for Education.

9. Subordinate Legislation

The Committee considered SR 2012 No. 283, The Public Interest Disclosure (Prescribed Persons) (Amendment) Order (Northern Ireland) 2012.

Question put and agreed:

 “That the Committee for Employment and Learning has considered SR 2012 No. 283, The Public Interest Disclosure (Prescribed Persons) (Amendment) Order (Northern Ireland) 2012, and has no objection to the rule.”
