The meeting opened in public session at 1.04pm.

1. Apologies

2. Draft Minutes of the meeting held on 15 and 20 November 2012

The Committee agreed the draft minutes of 15 and 20 November 2012.

3. Matters Arising 

The Committee noted correspondence from Northern Ireland Museum Council regarding the implementation of the museums policy.

The Committee noted correspondence from Lough Neagh Fishermen’s Cooperative Society regarding eel fishing licences.

The Committee noted correspondence from Cricket Ireland regarding its discussions with Sport NI about its strategic plan.

The Committee noted correspondence from Ulster Sports Museum Association regarding possible locations for a proposed Hall of Fame.

4. Arts Council NI briefing regarding Draft Music Strategy and Draft Community Arts Strategy

The following officials joined the meeting at 1.07pm.

Chief Executive, Roisin McDonough;

Director of Strategic Development, Nick Livingston.

The officials briefed the Committee.

Mr Robin Swann left the meeting at 1.42pm.

Agreed: Officials agreed to broker a mechanism to facilitate the donation of musical instruments for people in social deprived areas.

Mr Robin Swann returned to the meeting at 2.02pm.

Mr Oliver McMullan left the meeting at 2.11pm.

Ms Rosaleen McCorley left the meeting at 2.15pm.

Agreed: Officials agreed to provide the range of arts organisations with a disability focus; and to seek further information regarding the Arts Council Equality Scheme.

Agreed: The Committee agreed to write to the Speaker’s Arts Advisory Group regarding an event to facilitate the donation of musical instruments in conjunction with the Committee and Arts Council for Northern Ireland.  

5. NSPCC Briefing on Safeguarding in Sport

The following officials joined the meeting at 2.25pm:

National Head of Services, NI, Neil Anderson;

Child Protection in Sport Unit, Paul Stephenson; and

Policy and Public Affairs Manager, Colin Reid.

The officials briefed the Committee.

Mr Oliver McMullan returned to the meeting at 2.26pm.

Mr William Humphrey left the meeting at 2.28pm.

Mr Ó hOisín declared an interest as an administrator for a number of sports organisations.

Mr David Hilditch returned to the meeting at 2.53pm.

Mr Cathal Ó hOisín left the meeting at 2.58pm.

The officials left the meeting at 3.00pm.

Mr Cathal Ó hOisín returned to the meeting at 3.01pm.

Agreed: The Committee agreed to forward the NSPCC briefing paper to: the Department of Culture, Arts and Leisure; Department of Education; and Department of Justice to seek their assessment of NSPCC recommendations.

Agreed: The Committee agreed to write to OFMDFM for an update on progress in convening a group to identify gaps in child protection for social media.

6. Research and Information Services briefing on Grassroots Sport: Summary of Participation and Potential Challenges

The following official joined the meeting at 3.02pm:

Assembly Researcher, Dr Dan Hull.

Agreed: The official agreed to look into the number of respondents to the Coaching Workforce Survey.

Mr Cathal Ó hOisín left the meeting at 3.18pm.

Agreed: The Committee agreed to schedule a briefing from Volunteer Now.

7. Correspondence

The Committee noted the Executive’s Investment Strategy forwarded by the Committee for OFMDFM.  

The Committee noted DCAL’s Investment Activity Report for November 2012.

Agreed: The Committee agreed to write to the Minister to seek her assessment of the Small Business Research Initiative within DCAL.

The Committee noted correspondence from Oh Yeah Music Centre regarding the appointment of a new Chair.

The Committee noted invitations received by the Committee.

The Committee noted the Architectural Heritage Fund Annual Review 2011 – 12.

The Committee tabled correspondence from National Museums Northern Ireland advising of an incident that is under a PSNI investigation.

Agreed: The Committee agreed to write to Mr Steven Agnew MLA to advise him of the Committee’s work regarding the challenges faced by sports governing bodies.

The Committee noted the press release from Ofcom regarding the process of renewal of Channel 5 and Channel 3 licenses.

The Committee noted the annual report and accounts for year ended 31 March 2012 from World Police and Fire Games Ltd.

8. Chairperson’s Business

Agreed: The Committee agreed to forward correspondence it has received regarding the issues raised by Sandy Row Boxing Club to Sandy Row, the Department and Sport NI.  

Members noted the information received ahead of its stakeholder event that evening with sports governing bodies.            

9. Forward Work Programme

Agreed: The Committee agreed changes to the forward work programme.

10. Any other business

There was no other business.

The next meeting of the Committee for Culture, Arts and Leisure will take place on Tuesday 27^th November in Room 29, Parliament Buildings.
