The Committee meeting started in closed session at 10.04am.

Agreed: The Committee agreed to hold the briefing from Department officials on the Stadia Redevelopment programme in closed session; and that the confidential briefing paper would be collected following the briefing and filed in the Committee Office.

1. Briefing from DCAL on Stadia Redevelopment Programme

The following officials joined the meeting at 10.04am:

Head of Sport and Lottery Branch, Colin Watson; and
Director of Regional Stadium Programme, Mr Noel Molloy.

The officials briefed the Committee.

Mr Dominic Bradley joined the meeting at 10.05am.
A question and answer session followed.

Mr William Humphrey made a declaration that he is a Member of Belfast City Council.

Mr Michael McGimpsey joined the meeting at 10.36am.

Mr David Hilditch made a declaration that he is Chairman of an IFA Football Club.

Mr Cathal Ó hOisín left the meeting at 10.55am.

Mr Dominic Bradley left the meeting at 10.59am.

Mr Cathal Ó hOisín rejoined the meeting at 11.02am.

Agreed: Officials agreed to provide an update to the Committee upon receiving
information from the European Commission.

Mr Dominic Bradley rejoined the meeting at 11.07am.

The officials left the meeting at 11.20am.

The Committee moved into public session at 11.22am.

3. Draft Minutes of the Meeting held on 30 May 2013

The Committee agreed the draft minutes of 30 May 2013.

4. Matters Arising

The Committee noted the correspondence tracker.

Agreed: The Committee agreed to forward correspondence regarding access to schools sport facilities from the Belfast Education and Library Board and the North Eastern Education and Library Board to the IFA.

The Committee noted correspondence from the Minister of Justice regarding leave for participants in the 2013 World Police and Fire Games.

Agreed: The Committee agreed to request a written briefing on the cultural
programme running alongside the 2013 World Police and Fire Games.

The Committee noted a definition of performing arts from the Northern Ireland Theatre Association

Agreed: The Committee agreed to forward correspondence from Belfast City Council regarding the Orangefield Cycle Track to Cycling Ulster; and to seek an update following its meeting with Belfast City Council and Sport NI.

Agreed: The Committee agreed to forward correspondence from Sport NI regarding possible funding streams onto Ulster Hockey; and to ask Sport NI to keep it informed of progress regarding the implementation of these funding streams

Agreed: The Committee agreed to include the additional information from NILGA regarding Child Protection policies across local councils into the Committee's Investigation Report into Gaps in Child Protection and Safeguarding across the Culture, Arts and Leisure remit.

Agreed: The Committee agreed to consider the following agenda items at this stage of the meeting: Consent Motion for the Public Bodies (Abolition of the Registrar of Public Lending Right) Order 2013; Correspondence; and Chairperson's Business.

5. Consent Motion – The Public Bodies (Abolition of the Registrar of the Public Lending Right) Order 2013

Draft Statutory Instrument: The Public Bodies (Abolition of the Registrar of the Public Lending Right) Order 2013

Question put and agreed:

"That the Committee for Culture, Arts and Leisure has considered the draft Statutory Instrument The Public Bodies (Abolition of the Registrar of Public Lending Right) Order 2013 and has no objection to the draft Order, subject to the appropriate technical approvals".

The Committee noted that the draft Statutory Instrument is subject to Assembly Consent.

Ms Rosaleen McCorley left the meeting at 11.30am.

6. Correspondence

The Committee noted correspondence from the Minister providing a copy of the Ministerial Advisory Group on the Ulster Scots Academy's Development and Research Strategy.

7. Chairperson's Business

The Committee noted the invitation tracker, including an invitation from OFCOM.

The Committee noted the tabled invite from the Minister to a reception to thank the sponsors of the 2013 WPFG.

The Committee noted the tabled invite from the Culture Company to the Return of Colmcille event on Friday at the Foyle Embankment.

The Committee noted that the Chairperson had an introductory meeting with the interim Permanent Secretary of DCAL.

8. Joint briefing from Derry City Council and Culture Company on UK City of Culture 2013

The following officials joined the meeting at 11.32am:

Chief Executive of Derry City Council, Ms Sharon O'Connor; and
Chief Executive of Culture Company 2013 Ltd., Ms Shona McCarthy.

The officials briefed the Committee.

A question and answer session followed.

Agreed: Officials agreed to provide to the Committee details of the unforeseen costs associated with the All Ireland Fleadh.

Chairperson, Miss Michelle McIlveen, left the meeting at 12.04pm. Deputy Chairperson, Mr William Irwin, took the chair at 12.04pm.

Agreed: Officials agreed to provide to the following information to the Committee: research from Ilex outlining views of people living and visiting the City; and figures for out of state tourists, once available.

The officials left the meeting at 12.34pm.

Mr Cathal Ó hOisín left the meeting at 12.34pm.

Agreed: The Committee agreed the Forward Work Programme.
