Consultancy to provide independent advice on arrangements for an Official Opposition in the Northern Ireland Assembly
The Northern Ireland Assembly Commission and Assembly and Executive Review Committee are seeking suppliers, via this procurement competition, to provide the above mentioned requirement. In summary, the requirement is to provide a report and recommendations based upon the proposals in the New Decade New Approach document with regards to the operation, resourcing and funding of an Official Opposition within the Northern Ireland Assembly. The successful supplier will be required to demonstrate experience in the following:
- Conducting recent independent and non-partisan reviews of parliamentary issues;
- A working knowledge of parliamentary procedure (including provisions in Standing Orders and/or legislation) and/or an academic specialism in parliamentary affairs; and
- Of assessing resource requirements in a parliamentary setting;
In addition, it is required that you are available to complete the assignment by end June 2021 and that you are demonstrably independent.
