What happens if the Assembly does not consent?

If the Assembly withholds its consent then, by convention, the relevant provisions are not included in the UK Parliament bill in its final form. However, this is convention only and the UK Parliament has retained authority to legislate on all matters, whether devolved or not. See Why can the UK Parliament legislate on devolved matters?

A legislative consent memorandum must be laid in respect of any devolution matter for which a legislative consent motion is proposed.
