The NI Assembly has a Procurement Office which has responsibility for
procurement compliance.

2. How do you undertake analysis of the Council’s spend – using your financial
management system or third party spend analytical tool?

The NI Assembly uses a financial management tool to analyse its spend.

3. How often do you use that?

The financial management tool is used annually to analyse spend.

Suppliers’ expenditure analysis is not provided as part of monthly management information.

The approval mechanism for spend within the NI Assembly is not dependent on the amount involved. The approvals are dependent on the complexity of the proposed procurement and whether or not a business case is required. Where a business case is required, the approval mechanism is by a specific board. Non-complex procurements are approved by a budget holder.
