Access to Justice (Membership of the Northern Ireland Legal Services Commission) Order (Northern Ireland) 2013
The Chairperson: At our meeting on 20 June, the Committee considered and was content with the proposal for a statutory rule to change the composition of the Legal Services Commission by reducing the minimum number of members, other than the chair, from six to one and the maximum number, other than the chair, from 10 to three. The statutory rule was laid by the Department on 3 September and is subject to negative resolution. There have been no changes to the policy content since it was submitted to this Committee. The Examiner of Statutory Rules has highlighted that the Department breached the established practice, whereby the statutory rule being subject to negative resolution should allow at least 21 days between the laying of the rule and its coming into operation. The Department confirmed that the rule was laid late due to an oversight. The examiner has no other issues with the technical aspects.
