Annual Salary of the Comptroller and Auditor General

That this Assembly determines that from 1 April 2010, until such time as the Assembly makes a further determination, the salary to be paid, under Article 4 (1) of the Audit (NI) Order 1987, to the holder of the office of Comptroller and Auditor General, shall be the same as the amount which was paid from 1 April 2009 to 31 March 2010.

‘Get on Board’ Programme

That this Assembly commends the Minister for Employment and Learning for providing funding for the ‘Get on Board’ programme which aims to increase and diversify participation in, and access to, public appointments; calls on the Minister to ask all Departments with responsibility for the delivery of the public appointments process to nominate a specific contact to engage with the programme’s delivery; further calls on the Minister to request that his Executive colleagues arrange with their Non-Departmental Public Bodies and Agencies for programme participants to attend meetings to gain a greater insight into their workings.

Food Labelling and the Welfare of Chickens

That this Assembly believes that all chicken meat, including imported chicken meat, should be labelled to show farming method and preferably stock density; further believes that the labelling regulation requiring packs of eggs to be labelled to show production method should be extended to chicken meat; calls on supermarkets to introduce labelling to show farming method to aid consumers in making informed choices; notes that chickens reared intensively in overcrowded conditions are bred to grow so quickly that many suffer from lameness and heart problems; and calls on the Executive to work with other institutions in the UK and the European Union to make it a requirement for all chicken producers to meet the conditions of the RSPCA’s Freedom Food Scheme.

Muscular Dystrophy Campaign

That this Assembly expresses concern at the lack of Health Service funded Muscular Dystrophy Care Advisers to support families living with muscle disease; supports the Muscular Dystrophy Campaign ‘Building on the Foundations’, and calls on the Executive, the Regional Medical Services Consortium and the Regional Commissioning Board to work with neuromuscular clinicians and the Muscular Dystrophy Campaign to conduct an urgent review of neuromuscular services in Northern Ireland.

Shared Sports Stadium

That this Assembly expresses concern at the two-and-a-half year delay in making a decision on a shared sports stadium; notes the missed opportunities caused by the delay, such as hosting Olympic warm-up events; and calls on the Executive to give an assurance that it is committed to a shared multi-sports stadium.

Post-Primary Transfer

That this Assembly acknowledges the divisiveness of the debate on the abolition of the 11 Plus; aspires to create a world-class education system for all our pupils; recognises the pressing need for a reassessment of patterns of investment in education; calls on the Minister of Education to implement a CCEA test as an interim measure, as she previously proposed, to alleviate the pressure on transfer 2011 children; and further calls on the Minister of Education to establish a working group of educators to assess options and make recommendations for a non-selective system of transfer to post-primary school to be implemented by the Executive and the Assembly no later than 2011.

Fertility Services

That this Assembly notes the review of access to fertility services commissioned by the Minister of Health, Social Services and Public Safety; believes that the issue of the treatment of women approaching age 40 has not been properly and fully considered; and calls on the Minister to seek legal advice on the provision of accelerated treatment for these women and to identify any other treatment necessary for their treatment.

Childcare Strategy

That this Assembly commends the Northern Ireland Childminding Association on its proposal for a childminder start up package; believes the proposal can increase the supply and quality of registered childminders; and calls on the Executive to develop a comprehensive and fully resourced childcare strategy; recognising that increasing the availability of good quality, and affordable childcare will have a positive impact on economic growth and will be key in the Executive’s response to the economic downturn.

European Membership

That this Assembly recognises that European Union membership has brought social, economic, infrastructural and cultural benefits to Northern Ireland; believes that Europe-wide ratification of the Lisbon Treaty will provide for more transparent decision-making and better representation of this region’s interests in Europe; calls for a public debate on Northern Ireland’s role in Europe in the 21st century; and further calls on the First Minister and deputy First Minister to outline progress to date in reaching the key targets contained in the Priorities for European Engagement Report Action Plan 2008-2009, particularly those aimed at assisting Northern Ireland towards economic recovery.

Omagh Bombing

Ballymurphy Civilians Killed in 1971

That this Assembly extends its support and sympathy to the families of the 11 Ballymurphy civilians shot dead by the British Parachute Regiment in the three days following the introduction of internment on 9 August 1971; calls on the UK Government to apologise and acknowledge that those killed were innocent victims; and supports the families’ demand for an independent international investigation into all of the circumstances.

Vacant Seats on Local Councils

Common Fisheries Policy

That this Assembly notes that the Common Fisheries Policy will shortly be reviewed; calls upon the Minister of Agriculture and Rural Development to immediately initiate a consultation process directly with interested parties to agree a joint strategy for sustaining Northern Ireland’s fishing Industry; further calls upon the Minister to engage with her counterpart in the Scottish Parliament to develop a joint strategy to strengthen the industry in both countries and to use this partnership approach to achieve greater influence in Europe and to ensure that fishing becomes a priority for Northern Ireland as a region of Europe as it is in Scotland and Wales.

INTERREG IVA Programme

That this Assembly acknowledges the INTERREG IVA programme and its focus on environment, tourism, indigenous small business development, public sector collaboration and long-term economic growth; is concerned at the delays in fully implementing already approved multi-annual plans and the subsequent prevention of spending of INTERREG IVA monies by cross-border local authority partnerships; recognises that under the decommitment rule unspent monies must be returned to the European Commission; and calls on the Minister of Finance and Personnel to take the necessary steps to ensure that cross-border partnerships are in a position to start spending the approved funding on the agreed projects aimed at achieving the goals of INTERREG IVA.

Child Protection Systems

Lack of Cardiac Rehabilitation

That this Assembly expresses concern that over two-thirds of heart patients fail to receive cardiac rehabilitation; welcomes the launch of the joint campaign for cardiac rehabilitation by the Northern Ireland Chest, Heart and Stroke Association and the British Heart Foundation; and calls on the Minister of Health, Social Services and Public Safety to ring-fence investment and set robust targets to ensure that, by the end of 2011, every eligible heart patient will be offered access to a high quality cardiac rehabilitation programme in Northern Ireland.

That this Assembly recognises the very significant religious, spiritual, social, political and literary contribution that the King James or Authorised Version of the Bible has made to the people of Northern Ireland and the entire United Kingdom; further recognises the positive impact that the Authorised Version has had across the world; notes that 2011 will mark the 400th anniversary of the Authorised Version; congratulates the 2011 Trust (www.2011trust.org) on the plans it is making to celebrate this anniversary; welcomes the advance commitment of the BBC to mark it on radio, television and online; and calls on the Department of Culture, Arts and Leisure to officially mark this highly important anniversary.

Free Travel for Companions

'Childhood in Transition' Report

That this Assembly notes the November 2009 publication ‘Childhood in Transition’ commissioned by Queen’s University Belfast, The Prince’s Trust Northern Ireland and Save the Children; believes the report can be taken forward in the context of the devolution of policing and justice, subject to the statutory responsibilities of the Policing Board; acknowledges the need to undertake preparatory work prior to devolution; and calls on the Ministerial Sub-Committee on Children and Young People to report to the Assembly with an assessment of the report's findings that young people are “united in their view that they were policed differently because of their age”, and to outline how the recommendations of the report can be taken forward.

Legislation on Credit Unions

That this Assembly reaffirms its resolution of 17th February 2009 on the report of the Committee for Enterprise, Trade and Investment, unanimously supporting the expansion of Credit Union services including through their future regulation by the Financial Services Authority; notes the Treasury paper of 8th July 2009 which accepted the Assembly’s key recommendations on Credit Union regulation and service enhancement; further notes that the current Financial Services Bill in Westminster is an available vehicle to deliver the necessary change in primary legislation; calls on the Minister of Enterprise, Trade and Investment and the Executive to formally indicate to the Treasury that a separate consultation would not be required in Northern Ireland in advance of amendments to primary legislation; and further calls on the Minister and the Committee for Enterprise, Trade and Investment to agree a way forward through a legislative consent motion.

Reciprocal Health Agreement between the UK and the Isle of Man

That this Assembly notes with concern the unilateral decision by the United Kingdom Secretary of State for Health, Andy Burnham MP, to cancel the Reciprocal Health Agreement between the UK and the Isle of Man on 1 April 2010; and calls on the Minister of Health Social Services and Public Safety to seek an urgent review of this decision which will substantially disadvantage Northern Ireland and other united Kingdom residents and voters, in particular the elderly, the chronically disabled and motorbike enthusiasts.

Development of a Jobs Strategy

 

That this Assembly recognises the continued significant impact of job losses across Northern Ireland; notes the need for strategic cross-departmental planning on job protection and creation; and calls for the establishment of a Ministerial committee by April 2010 to consider the development, co-ordination and implementation of the recommendations of the Independent Review of Economic Policy, the Independent Review of Policy on the Location of Public Sector Jobs, the report on the Inquiry into Public Procurement and the report of the Matrix panel, in order to develop a jobs strategy for the region.

Regulation of Social Networking Sites

That this Assembly notes the increase in proliferation of hate groups on social networking sites such as Facebook and BeBo and the increasing use of these sites by sexual predators to groom victims; and calls on the British/Irish Council to develop recommendations for better regulation of social networks and the introduction of tougher penalties against individuals who abuse social networks to spread hate or commit crimes.
