After clause 10 insert -
‘Third Party Right of Appeal
10A. (1) In Article 32 of the 1991 Order (Appeals) after paragraph (1), insert—
“1(A) The Department may by regulations provide for an appeal under paragraph (1) to be made by a person other than the applicant, subject to such limits as may be specified.
1(AA) Regulations under paragraph 1(A) shall not be made unless a draft of the regulations has been laid before, and approved by a resolution of, the Assembly.”’
