Gender budgeting in government: a comparative perspective on legal bases

Synopsis: On request, this briefing paper was prepared for the Ad Hoc Committee on a Bill of Rights (the "Committee"), to examine legal bases underpinning current uses of gender budgeting in government, in particular a constitutional basis. To provide such a comparative perspective, the paper draws on the experience of individual countries belonging to the Organisation of Economic Cooperation and Development (OECD). Throughout, potential issues are identified, aiming to help inform the Committee's future consideration in this area.
