Provision for Hybrid Bills in other legislatures

Synopsis: This briefing paper provides information on hybrid bills. The Committee on Procedures requested this paper following its meeting on 12 January 2016. At that meeting, it received a briefing on the possible introduction of a Bill that the Speaker had deemed hybrid – that is, a mixture of public and private legislation. The Northern Ireland Assembly currently has no provision in Standing Orders for processing hybrid bills.
