1. Apologies

1.1 There were apologies from Mr Pat Ramsey.

2. Minutes of the meeting held on Tuesday 21 May 2013

2.1 The minutes were agreed and signed by the Speaker.

3. Matters arising

3.1 There were no matters arising.  

4. Finalisation of the Order Papers for the plenary meetings in week commencing 3 June

Executive Business

4.1 Members noted that, in addition to the Executive Business previously agreed, the First Stage of the Carrier Bags Bill was scheduled for Monday 3 June, subject to the Speaker’s agreement to introduce.

4.2 Members noted that, in addition to the Executive Business previously agreed for Tuesday 4 June, a statement by the Minister of Education regarding ‘Putting Pupils First: Reforming the Common Funding Scheme’, was also scheduled for that day.

Committee Business

4.3 Members noted that there was no Committee Business.

Private Members’ Business   

4.4 Members were content that the Final Stage of the Civil Service (Special Advisers) Bill be shown as the only item of Private Members’ business for Monday 3 June.

4.4 The UUP requested a change to the adjournment topic scheduled for Tuesday 4 June, and selected ‘The Proposed Amalgamation of Knockbreda High School and Newtownbreda High School, South Belfast’ (Mr M McGimpsey).

Members agreed to the change.

4.5 Junior Minister McCann confirmed that all relevant Ministers were available to respond to the business selected.

4.6 The draft Order Papers were agreed.

5. Provisional arrangements for the plenary meetings in week commencing 10June 2013

Executive Business

5.1 In addition to Question Time to the Office of the First Minister and deputy First Minister and the Minister of Finance and Personnel, members noted that the Supply Resolution for the Northern Ireland Main Estimates 2013/14 was scheduled for Monday 10 June; and that the First Stage of the Budget (No.2) Bill was also scheduled for that day, subject to the Speaker’s clearance to introduce. Members also noted the possibility of additional Ministerial statements.

5.2 In line with convention, members agreed to allow 4 hours for the debate on the Supply Resolution for the Northern Ireland Main Estimates 2013/14, with one hour for the Minister to divide as required between moving and winding; and up to 10 minutes for all other speakers.

5.3 In addition to Question Time to the Minister of Justice and the Minister of Agriculture and Rural Development, members noted that the Second Stage of the Budget (No.2) Bill and Second Stage of the Carrier Bags Bill were also scheduled for Tuesday 11 June, subject to the necessary consents.

Committee Business

5.4 Members noted that no Committee business had been requested for either day.    

Private Members’ Business   

5.5 Members agreed to schedule one Private Members’ motion on Monday 10 June. Under the system of allocation, the selection lay with the DUP and the following motion was selected:

  • ‘Farm Inspections Process 2013’ (Mr P Frew, Mr W Irwin, Mr T Clarke, Mr T Buchanan).

5.5 Members agreed that up to 1 hour 30 minutes should be allocated for the motion, with the usual speaking times.

5.6 Members agreed to schedule an Adjournment Debate on Tuesday 11 June. Under the system of allocation, the selection lay with the DUP. The following topic was selected:

  • ‘The challenges facing the fishing fleet in Portavogie’ (Miss M McIlveen).

5.7 Junior Minister McCann advised that all relevant Ministers were available to respond to the selected plenary business.

5.8 The provisional Order Papers were agreed.

6. Any other business

6.1 There was no other business.

7. Date and Time of next meeting

7.1 Members agreed to meet at approximately 12.30pm on Tuesday 4 June 2013 in Room 106.  

The Speaker brought the meeting to a close at 12.50pm.
