Equality Impact Assessment (EQIA) on the Flying of the Union Flag at Parliament Buildings

Following the Northern Ireland Assembly Commission’s agreement to review its policy on the flying of the Union flag at Parliament Buildings and to carry out an Equality Impact Assessment (EQIA) to consider the potential equality of opportunity and good relations impacts of any changes to the policy, a full public consultation was held from 27 October 2014 to 2 February 2015.

Policy Arc, the independent consultancy company facilitating the consultation, has produced a report to assist the Assembly Commission in making its decision on the review of the policy.  This EQIA Final Decision Report was presented to the Commission on 17 June 2015. 

At this meeting, the Commission agreed by majority that the Union flag will now be flown from Parliament Buildings on designated days as defined by the Department for Culture, Media and Sport (currently 18 days per annum). This was an increase of three days on the then policy.
