Assembly Appointments

The Northern Ireland Assembly Commission has announced the appointment of a new Chairperson and independent member to its Secretariat Audit and Risk Committee. 

Mr Colm McKenna, who has been a member of the Committee since 2009, took up the position of Chairperson on 1 December 2011.  Mr McKenna is a retired senior official of the Bank of Ireland, and currently serves as Chair of the South Eastern Health and Social Care Trust.

Mr Douglas Bain will join the Committee as an independent member.  He is a retired senior official of the Northern Ireland Office and former Chief Electoral Officer for Northern Ireland, and currently serves on the Parades Commission. He will take up his position before the end of February.

Speaker of the Assembly and Chairman of the Assembly Commission, William Hay MLA, said, “The Secretariat Audit and Risk Committee provides essential support to both the Commission and to the Director General in relation to the governance of the Assembly Secretariat.

“Both Colm McKenna and Douglas Bain are highly experienced and skilled. They will play an important independent and objective role in scrutinising and challenging the Secretariat’s governance procedures and, in particular, its management of risk.”

The appointment of independent members to the Secretariat Audit and Risk Committee was recommended in the NI Assembly Secretariat Review Report published in October 2007.

The Committee is independent of the Assembly Secretariat and aims to support the Clerk/Director General in his role as Accounting Officer.  It also provides independent support to the Assembly Commission in monitoring its responsibilities for issues of risk, control and governance and by reviewing the comprehensiveness of assurances. 

Biographical Notes

Colm McKenna enjoyed a long and successful career in Financial Services, taking early retirement in October 2008.  His final position was with the Bank of Ireland as Head of Marketing Services, UK, but he previously held the positions of Head of Group Marketing, NI, and Head of Treasury and International Banking.  Mr McKenna has been Chairman of the South Eastern Health and Social Care Trust since October 2008. He is also a member of the BBC NI Appeals Advisory Committee; a non-executive director of ILEX Urban Regeneration Company, where he chairs the Audit Committee; a non-executive director of the Northern Ireland Courts and Tribunals Service; and the Chairman of Club Aontroma, the commercial organisation behind Antrim GAA.  Mr McKenna served as Independent Member of the NI Assembly Secretariat Audit and Risk Committee from March 2009.  He was previously a member and Deputy Chair of Investment Belfast (Belfast City Council) and member and Chair of the NI Euro Preparations Forum (DETI).  Mr McKenna is a Business Administration Graduate from Manchester Business School.

Douglas Bain CBE TD Advocate was called to the Scottish bar in 1973 and worked there in both private and public service before moving to Northern Ireland in 1988.  From then until his retirement from the civil service in 2006 he held a number of senior appointments in the Northern Ireland Office.  In 2006 he was appointed CBE for services to the Northern Ireland Prison Service.  That year he was appointed as Chief Electoral Officer for Northern Ireland, a post he held until late 2010.  He has served as a Commissioner with the Parades Commission for Northern Ireland since January 2011.
