What does “Laying before the Assembly” mean?

A legislative consent memorandum is laid before the Assembly by the delivery of a copy to the Assembly’s Business Office.

Once received in the Assembly’s Business Office, the legislative consent memorandum is published on the Assembly’s Legislative Consent webpages, sent to the relevant Assembly Committee, and listed in the Papers Laid and Presented section of the Plenary Minutes of Proceedings.
